Justin Spinks, outgoing commanding officer of Underwater Construction Team (UCT) 2, speaks at the change of command ceremony for the team. During the ceremony, Spinks was relieved as commanding officer by Lt. Cmdr. Michael Dobling. UCT 2 provides construction, inspection, repair, and maintenance of waterfront and underwater facilities in support of Navy and Marine Corps operations.
