Rear Adm. Meredith Austin, commander, Coast Guard 5th District, awards Capt. Benjamin Cooper the Meritorious Service Medal for his accomplishments while assigned as the commander of Coast Guard Sector Delaware Bay, Philadelphia, June 23, 2017.
Cooper served as commander of Sector Delaware Bay, which oversees aspects such as maritime safety, security, search and rescue and prevention for the Philadelphia, Delaware and New Jersey region, for over two years. Cooper was relieved as commander by Capt. Scott Anderson.
