    A resident of Olcott Beach, N.Y., watches as crews from Niagara County work on building a living shoreline along the Lake Ontario shores in Olcott, N.Y., June 8, 2017. The living shoreline is a process of pulling rock and material from the lake to build up the current shoreline and then reinforce it with concrete walls.
