NEWPORT, R.I. (Dec. 2, 2016) Rear Adm. Jeffrey A. Harley (right), president, U.S. Naval War College addresses the graduates, staff, faculty and guests during an Officer Candidate School (OCS) graduation held at Kay Hall on board Naval Station Newport, in Newport, Rhode Island. Eighty-three officer candidates participated in the ceremony. The mission of OCS is to develop civilians, enlisted and newly commissioned personnel morally, mentally and physically and imbue them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
