    160701-N-RB564-0038 NORFOLK (July 1, 2016) The fourth substitute pennant flies aboard amphibious assault ship USS Bataan (LHD 5). Adm. Phil Davidson, commander, U.S. Fleet Forces Command, directed all ships present in Hampton Roads to fly the pennant from colors to sunset July 1 in recognition of Mayor Paul Fraim’s 22 years of dedicated service. The fourth substitute pennant was selected as an appropriate tribute to the Mayor as the pennant specifically marks the absence of a civilian official whose flag is flying on that ship. While Mayor Fraim was not formally embarked aboard ship, this gesture pays tribute to his legacy in Norfolk and to the U.S. Navy fleet in Hampton Roads.
