A senior military officer in white dress uniform is delivering a speech at a podium bearing the official seal of the City and County of Honolulu, State of Hawaii. The setting appears to be a formal civic or ceremonial event, flanked by the U.S. flag on the left and the Hawaii state flag on the right. An audience is visible in the foreground, seated and facing the speaker.

151110-N-IU636-299 HONOLULU (Nov. 10, 2015) Adm. Harry B. Harris Jr., commander of U.S. Pacific Command, delivers remarks to those in attendance during a war memorial plaque rededication ceremony at the Neal S. Blaisdell Center in Honolulu. The ceremony served to remember, preserve and rededicate the center as a war memorial with the unveiling of a new memorial plaque. The original plaque is believed to have gone missing some time by 1970. On Sept. 12, 1964, the Neal S. Blaisdell Center, formerly the Honolulu International Center, was dedicated as a living memorial to all of Hawaii's war veterans and war dead.
