A formal flag-raising ceremony is taking place on an elevated turquoise-painted platform. The flag of Djibouti is being hoisted by two soldiers in desert camouflage uniforms while a bandmaster in a white dress uniform conducts with raised arms. Additional flags, identifiable as Tanzania and Mauritius, are visible on separate poles in the background.
