Maryland National Guard Public Affairs members and Arno Pugonen, chief, EOD Center, create storyboards of the video shot sequences. The U.S. Army European Command's Humanitarian Mining Action program brought the Estonian Rescue Board and Maryland National Guard Soldiers together to create public service announcements. The purpose of this project is to raise awareness of and educate the public about the unexploded ordnance issue in Estonia.
