TAPAZ, Philippines — Local Barangay San Nicolas health workers treat a simulated injury on U.S. Marine Cpl. Patrick Voelker, a III Marine Expeditionary Force civil affairs Marine, during a Humanitarian and Disaster Response seminar in Tapaz, Philippines, during Balikatan 2015, April 25. The seminar was held to discuss disaster response at the local level as part of the Combined-Joint Civil-Military Operations Task Force’s activities on the island of Panay. Balikatan, which means “shoulder to shoulder” in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, humanitarian assistance and disaster relief operations.
