Champoux said the signing of the MOU is historic because its signing signifies the importance of communications between the South Korean and American militaries. "We can't command and control our formations if we cana't communicate," said Champoux in his remarks to the room full of senior members of both armies. "Eighth Army can't operate effectively without the ability to communicate." Park reiterated that communication is important, that he appreciates the hard work by all who worked to create the MOU and that he looks forward to continued collaboration between the ROK and U.S. armies.
