The commander of the Eighth Army, Lt. Gen. Bernard S. Champoux (left) and South Korean army vice cheif of staff, Lt. Gen. The agreement ensure members of the South Korean and American armies are able to communicate via secure voice retransmission of tactical radios. Champoux said the signing of the MOU is historic because its signing signifies the importance of communications between the South Korean and American militaries. "We can't command and control our formations if we cana't communicate," said Champoux in his remarks to the room full of senior members of both armies. "Eighth Army can't operate effectively without the ability to communicate." Park reiterated that communication is important, that he appreciates the hard work by all who worked to create the MOU and that he looks forward to continued collaboration between the ROK and U.S. armies.
