U.S. Marine Brig. Gen. Neil Nelson, left, discusses the veterinary care being given with Eunice Alcantara, center, and U.S. Army Capt. Emily Elser May 10 in Tacloban, Philippines. The care was provided during a cooperative health engagement as a part of Exercise Balikatan, an annual bilateral humanitarian civic assistance and training exercise between the Philippines and U.S. that strengthens the bond and interoperability between the two allied nations. The CHE provided additional medical relief and assistance to an area devastated by Typhoon Yolanda on November 8, 2013. Nelson is the commanding general 3rd Marine Logistics Group, III Marine Expeditionary Force, Alcantara is a local veterinarian, and Elser is the veterinary corps officer with Public Health Command District Central Pacific.
