KIRKUK, Iraq -- Abdual Rahman Mustaffah, governor of Kirkuk, displays his finger after casting his ballot in a voting station in west Kirkuk. The election is significant since it is the first election of a permenant, democratic government since Saddam Hussein was removed from power by Coalition Forces in 2003.
