Al-Thobaiti was part of a group of nine Naval Education and Training Security Assistance Field Activity (NETSAFA) foreign officers that toured RTC to observe how American sailors are trained. NETSAFA is the U.S. Navy's agent for Navy education and training. They coordinate and supply training support to international governments and international organizations.
