Cameramen and reporters from Iraqi media outlets gather on the street at Contingency Operating Site Echo to film Col. Scott Efflandt, commander of 1st Brigade Combat Team, 1st Cavalry Division, and leaders of the 8th Iraqi Division walking to a ceremony in which U.S. forces formally handed control of the base to the Iraqi Army, Dec. 13, 2011. The 1st Cavalry Division brigade worked to continue developing an enduring partnership with Iraqis while simultaneously closing down three of the last U.S. bases in Iraq including COS Echo.
