This paper is a vignette discussing lessons that CSM Clark and his organization learned while preparing an infantry battalion for employment during the course of a humanitarian crisis during the Non-Combatant Evacuation Operation (NEO) that occurred during the evacuation of Afghanistan during "Operation Allied Refuge". CSM Clark recounts the tactics, techniques and procedures that he used to prepare an organization for agile employment in an unknown environment. CSM Clark further discusses his battalion's experience in the operation to demonstrate the effectiveness of the Techniques. This paper speaks more to the "art" of Training management and leader development and seeks to share best practices for organizational leadership.

If an organization doesn't have an effective planning standard operating procedure (PSOP), it needs to create one to increase organizational success. An effective PSOP provides clear, concise direction to the staff to facilitate planning. It should make an efficient process that minimizes unproductive time across warfighting functions. This paper will discuss what an effective PSOP should look like and how to build one for an organization.

Large Scale Combat Operations (LSCO) require a less structured battle rhythm to meet the dynamic demands of changing battle conditions. U.S. Army divisions have struggled in Warfighter Exercise with highly structured and rigid staff battle rhythms more appropriate the less dynamic conditions associate with stability operation typical of the Global War on Terror. The authors discuss the manifestation of the problems associated with applying a highly structured battle rhythm to a LSCO and provide recommendations to adapt the battle rhythm to a dynamic environment that provide the commander with the information, recommendations and orders products needed in a way that allows the staff to best meet the unit's needs.
