Navy Completes Millington Data Center Migration, Strengthening Digital Foundation of MyNavy HR

MILLINGTON, Tenn. – Navy Personnel Command (NPC) successfully completed the migration of critical Navy promotion and personnel records from the Millington Data Center (MDC) to a secure cloud environment, establishing a modern digital foundation that advances Project THETIS, the Navy’s next generation human resources modernization framework.
More than an information technology upgrade, the migration represents a significant milestone in the Department of Navy’s broader effort to transform how personnel information is managed, accessed, and protected across the Fleet.
Led by the Chief of Naval Personnel, Vice Adm. Jeffrey Czerewko, Project THETIS is a strategic shift away from legacy personnel systems toward a consolidated, secure and unified digital framework designed to better serve Sailors, civilians, and Navy leaders. The successful migration of MyNavy HR infrastructure was completed by a team of strategic and technical experts from MyNavy HR Personnel Systems Management (OPNAV N16), NPC, MyNavy HR IT Solutions (PMW 240), and Navy Information Warfare Systems Atlantic, providing the cloud-based foundation necessary to support modernization efforts.
“This is the first step of a broader shift in how the Navy approaches modernization,” said Czerewko. “We are moving beyond maintaining individual systems toward building an integrated digital ecosystem—one that is secure by design, resilient by architecture, fiscally responsible in execution, and centered on the needs of the Fleet.”
“The MDC migration is the result of months of diligent teamwork,” said Kirstin Riesbeck, director for MyNavy HR Personnel Systems Management. “I am incredibly proud of the tremendous work by everyone who helped make this a reality.”
Navy personnel systems safeguard sensitive information for Sailors across the Fleet, making the protection of that data a readiness imperative. Modern cloud architecture supports cybersecurity through continuous validation of identity, limiting access, encrypting sensitive information, and improving visibility across the MyNavy HR enterprise. Sailor data remained safe and secure throughout the migration. Moving away from dependence on a single aging physical facility improves the Navy’s ability to maintain essential HR functions during infrastructure disruptions, natural disasters, or other adverse conditions and helps ensure personnel support remains available to Sailors regardless of location and their operational environment.
“The successful completion of the MDC migration is an important milestone in how we modernize the way MyNavy HR supports the warfighter and the Fleet,” said CAPT Chris Gahl, program manager for MyNavy HR IT Solutions under Portfolio Acquisition Executive Mission Systems. “This effort goes beyond the basics of moving data from one location to another. It was about building a more secure, resilient, and integrated foundation that protects Sailor information which in return strengthens readiness by giving us the infrastructure we need to deliver the next generation of personnel capabilities.”
This migration also addresses the growing operational and financial burden associated with maintaining legacy infrastructure. Aging physical data centers require recurring investments in hardware, facilities, cooling, disaster recovery, and specialized technical support. Transitioning critical infrastructure to the cloud reduces technical debt, improves scalability, and allows them to be allocated toward capabilities that directly contribute to readiness.
The successful completion of the MDC migration marks the establishment of the digital foundation upon which modernized Navy personnel services will be built. By establishing a secure and resilient digital foundation, the Navy is creating the infrastructure necessary to continuously improve personnel services and ensure Sailors have the modern tools they need to remain ready for tomorrow’s missions.
