LAS VEGAS – Three current and former commanders of the U.S. Army 6th Medical Recruiting Battalion have been selected by The Surgeon General to receive the Army Medical Department's 9A Proficiency Designator, one of the profession's highest recognitions for sustained professional excellence and leadership.
The names, announced July 31, 2026, include Col. Kenneth C. Lutz, who commanded the battalion from 2018 to 2020; Lt. Col. Jessica A. Horine, battalion commander from 2024 to 2026; and the battalion's current commander, Lt. Col. Bruce W. Barnes.
While each officer earned the distinction through individual achievement, their connection through the 6th Medical Recruiting Battalion tells a larger story. They served during different years, led through different challenges and followed different career paths, but each accepted the same responsibility: leading Soldiers entrusted with recruiting the physicians, dentists, veterinarians, nurses, allied health professionals, chaplains and attorneys who strengthen Army Medicine and support the readiness of the force.
The 9A Proficiency Designator is awarded by The Surgeon General to officers who have demonstrated sustained professional excellence, exceptional leadership and significant contributions within their medical specialty. Selection follows a comprehensive review of professional accomplishments, leadership experience, academic achievement and service to Army Medicine.
Lutz, a Medical Service Corps officer, commanded the 6th Medical Recruiting Battalion from 2018 to 2020 before continuing his career in Army Medicine. He currently serves as commander of the 531st Hospital Center, where he leads Soldiers and civilian healthcare professionals in delivering military healthcare while sustaining medical readiness.

Lt. Col. Horine, a physician assistant in the Army Medical Specialist Corps, led the battalion from 2024 to 2026 before assuming her current role as Executive Officer to the Deputy Commanding General at U.S. Army Medical Command. Throughout her career, she has balanced clinical expertise with organizational leadership, continuing to support Army Medicine at the enterprise level.
Barnes assumed command of the 6th Medical Recruiting Battalion in May 2026 following a career that has included operational assignments, combat service, medical research, graduate education and medical recruiting. After previously commanding the Seattle Medical Recruiting Company, he served in several leadership and academic positions, including with the Army-Baylor Graduate Program, before returning to the recruiting mission as the battalion's commander.

Although they represent different Army Medical Department corps and served during different periods, the three leaders share a common understanding of the battalion's mission. Every accession into Army Medicine begins with a conversation. Behind every physician, dentist, veterinarian, nurse, allied health professional, chaplain and attorney serving today is someone who took the time to recruit, mentor and encourage them to answer the call to serve.
That mission rarely draws attention. It isn't measured by a single ceremony or one moment in time. It is built over years through relationships, trust and a commitment to finding the right people to care for Soldiers, Families and retirees around the world.
Each of these commanders inherited a different organization than the one before them. They faced different recruiting environments, different operational challenges and different expectations. Like every commander who has led the 6th Medical Recruiting Battalion, each left the organization in the hands of the next generation, adding another chapter to a legacy built over decades rather than years.
The selection of Lutz, Horine and Barnes for the 9A Proficiency Designator recognizes three distinguished careers dedicated to Army Medicine. It also reflects the enduring standard of leadership that continues to define the 6th Medical Recruiting Battalion and the Soldiers who carry its mission forward every day.
The battalion's motto may change. Commanders will continue to pass the colors. Soldiers will PCS, retire and begin new chapters in their careers. But one thing remains constant: the bond forged through serving alongside one another in support of Army Medicine.
