Lt. Col. Patricia B. Hartman was promoted to the rank of colonel while surrounded by Steel Airmen of the 911th Airlift Wing and her family at Pittsburgh International Airport Air Reserve Station, Pennsylvania, Aug. 2, 2025.
According to 911th Mission Group Commander, Col. Sherard Dorroh, Hartman is currently the deputy commander of the 911th Mission Support Group. During her time at Pittsburgh she also commanded the 911th Civil Engineer Squadron where she led unit members to significantly improve their readiness.
“She provided just enough discipline and motivation to a squadron to ensure mission success and professional growth that is producing current and future leaders,” said Dorroh. Under her leadership, the unit saw a significant increase in readiness training within a few months, and medical readiness improved from the lowest to the highest ranking in its group. Her success with the 911th CES earned her a “Top 10 ranking” out of 387 lieutenant colonels across the 4th Air Force.
Hartman attributed her success in leadership to her mother, retired U.S. Army Maj. Gen. Donna Feigley Barbisch.
“Mom, thank you for showing me what real leadership looks like,” said Hartman.
Barbisch, a Vietnam veteran, was assigned to the 91st Evacuation Hospital at Chu Lai Base Area in South Vietnam in 1969 just two years after enlisting.
Barbisch continued her career with the Army Reserve commanding the 350th Mobile Army Surgical Hospital in Greenville, North Carolina, and later the Director of Reserve Component Integration Studies at the Army War College's Department of Command, Leadership, and Management. Barbisch went on to serve as the 3rd Medical Command's deputy commander for clinical support. In 2002, she was promoted to major general and she worked as a military assistant to the Assistant Secretary of the Army (Manpower and Reserve Affairs).
Barbisch retired in 2005 but continues serving in other ways, primarily, as an elected local official in the District of Columbia’s Advisory Neighborhood Commission.
Before administering the oath of office to Hartman, Barbisch said, “This is one of the most important things to do, and I’m so proud of this young woman.”
Hartman has also been integral to Pittsburgh’s spark cell and the provisional command, Innovative Capability Command (ICC).
“ICC’s goal is to bring together all of the major commands – strategically aligning how they are spending money and making the right decisions from a warfighting perspective,” explained Hartman.
Although ICC is in its early stages, it has already begun leading Air Force modernization prioritization efforts across several key investment areas.
Hartman will move on to Joint Base Andrews, Maryland to command the 459th Mission Support Group.
