    Manpower Management Enlisted Assignments (MMEA) launched its second annual onboarding course, Manpower Management Enlisted Assignments University (MMEA-U), on July 21, 2025, welcoming its largest class to date. The weeklong course brought together monitors, career counselors, and support staff from across the branch for in-depth training and collaboration at Marine Corps Base Quantico.

    The Enlisted Assignments Branch plays a critical role in shaping the future of the Marine Corps. As part of the larger Manpower Management Division, MMEA is responsible for assigning enlisted Marines to billets that match both their talents and the needs of the service. No assignment is made randomly or in isolation; they reflect a solid understanding of readiness demands, primary military occupational specialty requirements, and individual Marines’ goals. MMEA also supports retention by helping Marines stay on track with career progression, re-enlistment opportunities, and personal development goals.

    Behind every set of orders is a team of professionals working to align each Marine to the right path. That is where MMEA-U comes in. The course was created to give new and incoming MMEA personnel the tools and knowledge they need to do their jobs effectively. Maj. Jennifer Miller, MMEA 3 section head, said the goal was to prepare monitors, counselors, and support personnel "to assign the right Marine in the right place at the right time."
    Over the course of five days, participants receive training on the systems, policies, and procedures that govern enlisted assignments. They are also introduced to MMEA’s "Coaching Culture," a people-first approach that encourages monitors and counselors to think beyond the spreadsheets and quotas, and instead focus on mentoring, guiding, and truly understanding the Marines they support. Miller explained MMEA-U emphasizes coaching and mentoring as keys to successful MMEA tours.

    This year’s MMEA-U included the highest number of participants since the course’s inception, showing just how much the program has grown in value. The increase reflects MMEA’s continued efforts to invest in its people and improve the assignment process through consistent training and a shared sense of mission.

    “The course was more than just learning about the systems and policies that are used to manage our populations,” said Master Sgt. Justin T. Morphis, 65XX Monitor. “The instructors really hammered home the concept that there is a human being who is on the other end of the orders we’ll be writing, and we need to take care of them as best we can.”

    MMEA-U encourages dialogue, networking, and idea-sharing across the branch. Participants are guaranteed to leave with a stronger grasp of their responsibilities and a clearer sense of how their roles fit into the Corps’ larger talent management strategy.

    "We hope every participant is encouraged to keep learning and improving our processes and systems to assign and retain the highest quality Marines," Miller said.

    MMEA is actively listening to Marines’ needs. The monitors and counselors who help shape careers are not only trained professionals, but they are also proficient listeners, advisors, and leaders. With every assignment they make, they aim to put the right Marine in the right place at the right time.
