FORT WORTH, Texas – Maj. Gen. Richard L. Stevens, the U.S. Army deputy chief of engineers and the U.S. Army Corps of Engineers deputy commanding general, toured several Fort Worth District sites in the Trinity River Basin Tuesday. He talked to USACE staff and visited with governmental officials with the city of Dallas, which is the local sponsor of the Dallas Floodway Projects.
Stevens is in Dallas for the Command Strategic Review at the Southwestern Division office. USACE Headquarters conducts the review to assess and learn about regional performance based on the Campaign Plan, Program Area Strategic Plans and IPlans, as well as to identify and exploit innovations and best practices developed by the Major Subordinate Command.
The strategic controls process enables the commander – and the program and functional staff – to identify ways to improve efficiency and effectiveness, such as revising near-term objectives, changing methods of conducting command business and embracing lessons learned. The Fort Worth, Tulsa, Galveston and Little Rock Districts report to the Southwestern Division.
Stevens visited the Lake Lewisville Corps of Engineers office and dam to discuss operations issues with Tim MacAllister, chief, Fort Worth District Operations Division. Later back in Dallas, accompanied by Brig. Gen. David C. Hill, the Southwestern Division commander, he discussed Dallas Floodway and Dallas Floodway Extension Projects with the local sponsor. Attending were Dallas Mayor Mike Rawlings, City Manager A.C. Gonzalez and Assistant City Manager Jill A. Jordan.
USACE Trinity River Corridor Project Director Rob Newman gave a presentation on the Dallas Floodway System, telling Stevens about a proposed ecosystem restoration plan to return a more natural looking “sinuosity” to the Trinity River.
Back in Indiana, Stevens said, we call those “curves.”
He was also introduced to Keith Lynch who last year completed a cross-country canoe voyage through several major river systems. Lynch’s trip began in Twin Bridges, Montana, June 3, and ended in the Trinity River in downtown Dallas on Nov. 29.
Stevens, who is a native of Vincennes, Indiana, received his commission as an engineer officer upon graduation from the United States Military Academy. He was named to the No. 2 post at USACE Sept. 2, 2014.
