A group of approximately 13 U.S. Navy personnel in khaki service uniforms stand in a line on a stage in front of a large American flag. Wooden plaques or boxes are arranged at their feet on the stage. This appears to be a formal military ceremony, likely a chief petty officer pinning or promotion ceremony.
