A military ceremony appears to be taking place under an outdoor pavilion, where a uniformed service member is presenting a street sign reading 'KOVAL DR' to a civilian woman. The event appears to be a street dedication or naming ceremony, likely honoring someone named Koval. A crowd of military personnel and civilians, including a small child, are gathered as witnesses in the background.
