An outdoor ceremony is taking place in a historic brick courtyard, with uniformed personnel seated in rows facing a speaker at a podium. A large Betsy Ross flag (13-star colonial American flag) is prominently displayed on a building wall, alongside a standard American flag on a pole. The setting appears to be a historic site, likely in Philadelphia, with media presence and dignitaries seated on a raised platform.
