A formal U.S. Navy military ceremony is taking place on a stage, likely a change of command or award ceremony. Five naval officers in white dress uniforms are present, with one speaking at a podium decorated with a patriotic bunting. Three flags are displayed in the background, including the U.S. flag and what appears to be a U.S. Navy command flag.
