A formal U.S. Navy change of command ceremony is taking place on a stage. A central officer is holding a unit guidon (flag) in what appears to be the traditional passing of the colors between an outgoing and incoming commanding officer. The setting includes patriotic decorations, an American flag, and a presiding officer at a podium in the background.
