U.S. Army Staff Sgt. Russell R. Helma, a civil affairs team sergeant assigned to Pacific Partnership 2026 (PP26), discusses emergency concerns for Timorese school and community leaders during a PP26 disaster preparedness training event at Masjid An-Nur School in Dili, Timor-Leste, Aug. 21, 2026. The training provided participants with practical information and guidance to better prepare their community for potential disasters and strengthen local disaster preparedness capabilities. Now in its 22nd iteration, the Pacific Partnership series is the largest annual multinational humanitarian assistance and disaster management preparedness mission conducted in the region. Pacific Partnership works collaboratively with host and partner nations to enhance regional interoperability and disaster response capabilities, increase security in the region, and foster new and enduring friendships in the Indo-Pacific.
