U.S. Navy Capt. Neil Steinhagen, chief of staff, Submarine Group 7, provides remarks as the master of ceremonies, during a change of command at Commander, Fleet Activities Yokosuka, Aug. 17, 2026. During the ceremony, U.S. Navy Rear Adm. Lincoln Reifsteck was relieved by U.S. Navy Rear Adm. Gary Montalvo Jr. as Commander, Submarine Group 7. Submarine Group 7 directs forward-deployed, combat capable forces across the full spectrum of undersea warfare throughout the Western Pacific, Indian Ocean, and Arabian Sea.
