    A partner nation service member conducts room-clearing training during Military Operations in Urban Terrain (MOUT) exercises at the Sherman military training area in Panama, Aug. 6, 2026. The training provided an opportunity to develop urban operational skills, strengthen interoperability among partner forces and enhance regional readiness through realistic, scenario-based training. PANAMAX 2026 scenarios help the defense and public security forces of participating nations improve interoperability, hone their skills during scenarios involving coalition and all-domain operations, forge strong cooperative partnerships, and demonstrate their collective capacity to respond to and deter threats to the region and its critical waterways.
