U.S. Navy Command Master Chief Bryan Davis, U.S. 4th Fleet Command Master Chief, speaks during the inaugural Enlisted Readiness Council (ERC), August 12, 2026. Established by Chief of Naval Operations (CNO) Adm. Daryl Caudle, the ERC, chaired by Master Chief Petty Officer of the Navy (MCPON) John Perryman, creates a direct connection between senior enlisted leaders across the Fleet and the Navy’s highest levels of decision-making, and during the three-day conference, members receive briefs and work through issue papers submitted from across the Fleet. The council will meet regularly and provide readiness assessments, recommendations, and issue-focused analysis to the CNO for consideration.
