A disaster recovery or construction operation is underway at a site showing significant storm damage, with stripped and downed trees visible in the background. Workers in high-visibility safety vests and hard hats are actively working at ground level, while a military personnel member in MultiCam/OCP uniform and white hard hat observes the operation. The scene suggests post-hurricane or major storm recovery efforts, likely involving infrastructure reconstruction.

Maj. Matthew Kindig, contracting office, the U.S. Army Corps of Engineers – Rock Island district, never experienced a typhoon. That changed when Super Typhoon Bavi made landfall while he was on his first deployment mission in Saipan, the Commonwealth of the Northern Marianas Island (CNMI). He was only a few days into his deployment for the Super Typhoon Sinlaku Recovery and experienced one of the most powerful storms of the year. And yet, Kindig cited it as one of his most memorable moments on his deployment. During his deployment, Kindig also visited the Northern Marians College project site, July 28, 2026. USACE, in coordination with FEMA, are building 18 modular classrooms that can sustain super typhoon winds, are climate controlled and built to withstand tropical climates.
