Military personnel and emergency operations workers in high-visibility vests and white hard hats are greeting a civilian man wearing a red vest in an outdoor area showing signs of storm or disaster damage. A handshake is taking place between a soldier in camouflage uniform and the civilian, suggesting a coordination or relief effort meeting. The background shows stripped or damaged trees, vehicles, and a metal structure consistent with post-disaster recovery operations.

After the second Super Typhoon Bavi made landfall on Rota, the southernmost island in the Commonwealth of the Northern Marianas Islands (CNMI), the U.S. Army Corps of Engineers (USACE) were able to respond quickly because additional personnel and resources were pre-positioned ahead of Super Typhoon Bavi’s landfall along with the resources that were already on the ground due to Sinlaku. In coordination with the Federal Emergency Management Agency, temporary generators are being installed at critical facilities on Rota by USACE’s Temporary Power Team. On July 26, 2026, Cpt. Nathaniel Hashisaki, project engineer, USACE Honolulu district, accompanied the USACE’s Grid Power Team and the 249th Engineer Battalion conducted a site visit of the Rota’s Power Plant. One critical facility is the powerplant to electrify the heaters used to dry out the storm-soaked powerplant engines and accelerate their return to service. Pictured (l-r): Cpt. Nathaniel Hashisaki, project engineer, USACE Honolulu district; and Sgt. 1st Class Douglas Devore, DR-Modular Power Supervisor, 249th Engineer Battalion Prime Power; and Cpt. Alexander P. Webre, Grid Power mission commander, inspect various areas around the power plant; Chief Warrant Officer 2 Cory Newling, 249th Engineer Battalion Prime Power. (U.S. Army photo by Monique Freemon)
