Paulius Stočkus, head of the Preparedness Unit within the Civil Protection Division of Šiauliai, Lithuania, gives a presentation to U.S. Army Soldiers assigned to the 418th Civil Affairs Battalion in Šiauliai, Lithuania, July 16, 2026. The meeting was designed for the Soldiers to meet with the mayor and vice-mayor to better understand how the city functions during times of peace, crisis and wartime. Gaining this knowledge provides the CA team with ways to best support host-nation functionality.
