Two individuals are seated at a blue-draped table outdoors, simultaneously signing documents in what appears to be a formal ceremony. One individual is wearing a civilian suit with sunglasses, while the other is dressed in a white U.S. Navy officer's uniform with captain's insignia, ribbons, and a name tag. Large yellow construction equipment is visible in the background, suggesting this may be a groundbreaking or construction-related signing ceremony.

Naval Station Great Lakes Commanding Officer Capt. Steve Yargosz and North Chicago Mayor Leon Rockingham Jr. sign an Intergovernmental Support Agreement (IGSA) that will accelerate the demolition and environmental remediation of Halsey Village. The agreement, the first Navy IGSA used for environmental remediation, strengthens the partnership between the Navy and the City of North Chicago, cutting project timelines, reducing costs, and creating new opportunities for installation support services that benefit both the base and the surrounding community.
