Civilian contractors plow and flatten the terrain near Fort Hancock, Texas on July 8, 2026. The contractors are responsible for making sure that the terrain is viable and free of obstructions so the barriers may be placed effectively. U.S. Northern Command is working side-by-side with the Department of Homeland Security and the U.S. Customs and Border Protection within narrowly defined authorities to provide unique military capabilities to protect the territorial integrity of the U.S. southern border.
