YOKOSUKA, Japan (May 21, 2026) - Seaman Kandace Bellville is frocked by her husband, Master at Arms 2nd Class Zakary Heinemeyer, after she received a Certificate of Permanent Appointment to the rank of Master at Arms 3rd Class during an awards at quarters in the Fleet Theater. For more than 75 years, CFAY has provided, maintained, and operated base facilities and services in support of the U.S. 7th Fleet’s forward-deployed naval forces, tenant commands, and thousands of military and civilian personnel and their families.
