YOKOSUKA, Japan (May 21, 2026) - Seaman Kandace Bellville accepts her Certificate of Permanent Appointment to the rank of Master at Arms 3rd Class from Commander, Fleet Activities Yokosuka (CFAY) Chief Staff Officer, Cmdr. Patrick Gutierrez during an awards at quarters in the Fleet Theater. Bellville is accompanied by her husband, Master at Arms 2nd Class Zakary Heinemeyer. For more than 75 years, CFAY has provided, maintained, and operated base facilities and services in support of the U.S. 7th Fleet’s forward-deployed naval forces, tenant commands, and thousands of military and civilian personnel and their families.
