Project representatives and attending elected officials participate in a ceremonial groundbreaking on the site of the future Sparrows Point Container Terminal in the Port of Baltimore, May 1, 2026. USACE was the lead agency under the National Environmental Policy Act for the environmental review and permitting process through FAST-41, a legislatively-established process for improving federal agency coordination and timeliness of environmental reviews for infrastructure projects.
