Maryland Governor Wes Moore shakes hands with Ammar Kanaan, CEO of Terminal Investment Limited, before a ceremonial groundbreaking on the site of the future Sparrows Point Container Terminal in the Port of Baltimore, May 1, 2026. The project is a joint venture between Terminal Investment Limited and Tradepoint Atlantic. USACE was the lead agency under the National Environmental Policy Act for the environmental review and permitting process through FAST-41, a legislatively-established process for improving federal agency coordination and timeliness of environmental reviews for infrastructure projects.
