Service members and members of the general public attend “Forging the Framework: A Book Talk“ at the National Guard Memorial Museum in Washington, D.C., April 16, 2026. “Forging the Framework” explores the origins of the laws and doctrine that define the limits of Defense Support to Civil Authorities and the integral role National Guardsmen play in supporting civil authorities. The book also demonstrates the National Guard's enduring presence in domestic operations (DOMOPs), builds awareness of legal and military frameworks, and provides professional military education for future deployments.
