Dave Felton, executive director at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, speaks with Harlan Ullman from the National Commission on the Future of the Navy about shipyard operations during a tour on March 19, 2026. The visit provided the commissioners an opportunity to evaluate the shipyard’s modernization efforts and infrastructure requirements as part of a broader congressional mandate to assess the long-term readiness and capacity of the Navy’s industrial base. PHNSY & IMF’s mission is to keep the Navy’s fleet “Fit to Fight” by repairing, maintaining, and modernizing the Navy's fast-attack submarines and surface ships. Strategically located in the heart of the Pacific, it is the most comprehensive fleet repair and maintenance facility between the U.S. West Coast and the Far East. (U.S. Navy photo by Kenny Jones)
