Dave Felton, executive director at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, speaks with Harlan Ullman from the National Commission on the Future of the Navy about shipyard operations during a tour on March 19, 2026. The visit provided the commissioners an opportunity to evaluate the shipyard’s modernization efforts and infrastructure requirements as part of a broader congressional mandate to assess the long-term readiness and capacity of the Navy’s industrial base.
