CW5 Jennie L. Elliott, Warrant Officer Assignment Manager, Human Capital Management Division (ARNG-HCM-O), retires after more than 40 years of service during a ceremony at the D.C. Armory, Feb. 20, 2026. The ceremony was officiated by retired U.S. Army Brig. Gen. Renwick L. Payne, former Adjutant General of the District of Columbia National Guard. CW5 Elliott enlisted in the Army in 1985 as a Personnel Specialist (71L), and later served in the Maryland National Guard, District of Columbia National Guard, and National Guard Bureau. CW5 Elliott has held a variety of positions including serving as the USPFO Operations Officer, J85 National Guard Bureau (Joint Staff); Resource Manager, Senior Leader Management Office, National Guard Bureau (Joint Staff); Chief, OER Section, HRP-Personnel Division, NGB; SIDPERS Section Chief (DCARNG); HR Special Assistant to the Command Staff, DCARNG; S1, Mobilization Augmentation Command (DCARNG) and culminating as the Warrant Officer Assignment Manager, Human Capital Management, National Guard Bureau.
