U.S. Marine Corps Gen. Francis L. Donovan, the Commanding General of U.S. Southern Command, receives his new rank insignias from his brother, U.S. Navy Rear Adm. Tom Donovan, during his promotion ceremony in the Pentagon Hall of Heroes, Feb. 5, 2026. Donovan, who served as the Vice Commander of U.S. Special Operations Command from Sep. 2022 to Feb. 2026, was promoted to the grade of General during a ceremony attended by distinguished guests, including general and flag officers from across the joint force.
