Fischer delivers remarks after assuming command of Fleet Public Affairs Center (FLTPACEN) Norfolk during an establishment ceremony at Naval Station Norfolk, Jan. 9, 2026. The establishment ceremony coincided with the inauguration of Navy Public Affairs Command, formerly Navy Public Affairs Support Element, and is part of a Navy-wide public affairs transformation designed to better align communication efforts with the fleet and to create a more agile and efficient communication force.
