U.S. Army Maj. Gen. Anthony G. As a senator, Hagel co-founded of the Shangri-La Dialogue, which began in 2002. This return visit to the dialogue will be his first as secretary of defense. The annual conference draws defense and security experts from across the Asia-Pacific region. Hagel's travels will wrap up with a gathering of defense ministers at NATO headquarters in Brussels.
