U.S. Army Maj. Keith Hapenney, outgoing commander, relinquished command of the District of Columbia National Guard’s 33rd Weapons of Mass Destruction-Civil Support Team (WMD-CST) to Lt. Col. Ryan D. Hobbs, incoming commander, during a change of command ceremony held at the D.C. Armory in Washington, D.C., Oct. 31, 2025. The ceremony was officiated by Col. James Davis, J3, District of Columbia National Guard. The mission of the 33rd WMD-CST is to support civil authorities at a domestic Chemical, Biological, Radiological and Nuclear high-yield Explosives (CBR[1][1]NE) incident site by identifying CBRNE agents/substances, assessing current or projected consequences, advising on response measures, and assisting with appropriate requests for additional follow-on state and federal military forces.
