An image of Continental Army Maj. Gen. (Baron) Friederich von Steuben is superimposed on an image of "Regulations for the Order and Discipline of the Troops of the United States," commonly referred to as the 'Blue Book,' which was the Continental Army's first official codification of tactics, drill, and other procedures. Von Steuben, a former Prussian captain, was appointed in 1778 by Gen. George Washington as the Continental Army's fourth Inspector General, and is widely regarded as the first effective Army Inspector general. Von Steuben instituted an intense training program for officers and NCOs, including tactics, drill, and discipline; his efforts helped professionalize the Continental Army and pave the way for eventual victory over the British in the Revolutionary War.
