Ahmed Khalifa, chief of staff of the Egyptian Armed Forces, observe a Military Operations on Urban Terrain (MOUT) exercise at Mohamed Naguib Military Base, Egypt, Sept. 8, 2025. The MOUT scenario included a simulated terrorist attack with explosions, mortars, urban combat drills, rappelling operations, and a chemical-clearing exercise.
