    WASHINGTON NAVY YARD (Aug. 22, 2025) Electrician’s Mate (Nuclear) Master Chief Petty Officer Billy Ray Boyd III salutes the national ensign during the traditional Passing of the Flag at his retirement ceremony held at the Naval Reactors headquarters in Washington, D.C. Boyd received a Legion of Merit end of tour award after 25 years of dedicated service.
