John Frank, Commanding Officer of Naval Mobile Construction Battalion (NMCB) 4, delivers remarks at the Relief-in-Place Transfer-of-Authority (RIPTOA) ceremony from NMCB 3 to NMCB 4 on Camp Shields, Okinawa, Japan, July 08, 2025. NMCB 3 was relieved of Naval Construction Force Operations in the Indo-Pacific by NMCB 4. RIPTOA is the official conclusion of NMCB 4’s deployment in the Indo-Pacific.
